To get the CDB debugger for Windows, you need to modify the SDK installation to include it. The Windows 10 SDK offered with the Build Tools installer does not include debugging tools by default. It's possible that you don't need all of those components, but installing them does no harm (assuming you have enough space on your drive). Testing tools core features - Build Tools.
